From Funding to Visibility: Inside Kultur | lx’s Mission

Kultur | lx – Arts Council Luxembourg, established in July 2020, is dedicated to supporting creative professionals across disciplines. This article outlines its mission, operational tools, and how it structures cultural support in Luxembourg.

Mission and Institutional Framework
Kultur | lx was created as part of the national “Kulturentwécklungsplang 2018–2028” (Cultural Development Plan), under the supervision of Luxembourg’s Ministry of Culture. It consolidates former initiatives like music:LX and Reading Luxembourg into a unified platform designed to support cultural and artistic development. Its mission is to promote the careers of Luxembourg-based artists, facilitate the dissemination of their work, and increase national visibility both at home and abroad. The institution serves as a central resource for professionals in architecture, design and crafts, multimedia and digital arts, visual arts, literature and publishing, music, and the performing arts. It also aims to build bridges between disciplines by encouraging intersectoral collaboration and innovation.

Support Programmes and Actions
Kultur | lx provides a range of targeted tools for creative professionals. These include financial support, project development guidance, and access to national and international networks. Its services cover all stages of artistic production—from conception to promotion—ensuring continuous support throughout the career lifecycle. The Council funds residency programmes, mobility grants, and participation in international showcases. It also facilitates professional exchanges and promotes Luxembourg artists at major cultural events. Beyond funding, Kultur | lx offers strategic advice and visibility support, acting as a structural partner in the long-term development of the cultural sector. The institution supports both emerging and established artists and fosters plural forms of expression and diversity within the arts ecosystem.

“The operations of Kultur | lx revolves around three core strategies: stimulating career development, supporting dissemination and boosting impact.”

Structure and Future Outlook
Functioning as a centralised platform, Kultur | lx simplifies access to public support mechanisms for culture. It coordinates sector-specific strategies and develops tailored programmes for each artistic field. It compiles and communicates opportunities for funding, residencies, and partnerships, making it a primary interface between cultural actors and institutional stakeholders. One of its key ambitions is to improve the international reach of Luxembourgish culture, ensuring its representation in European networks and global platforms. As it evolves, the institution continues to align with national cultural policy goals, aiming to enhance the recognition of Luxembourg’s creative output and secure better working conditions for its professionals.
